Strasbourg, 16/05/2003 (Agence Europe) - The European Parliament's debate on Thursday on the report by José Manuel Garcia-Margallo y Marfill (Partido Popular, Spain) on the Broad Economic Policy Guidelines of the Member States and the Community for 2003 was marked by the altercation triggered by the dissociation of the report by Herman Schmid (GUE/NGL) on the guidelines for the use of this parliamentary debate, at the very moment the European Commission wanted to conduct these exercises...
