Brussels, 05/02/2003 (Agence Europe) - As we announced (yesterday's EUROPE, p.5), on Wednesday, Coreper approved the final text (in English) of the Accession Treaty which, after final touches by linguistic experts, will be forwarded in the coming days to the European Parliament (which will thus be able to prepare its assent that will be voted on in the Foreign Affairs Committee of 19 March and in plenary session on 9 April), to the European Commission (which, on 19 February, will provide its formal "opinion" on the outcome of accession negotiations) and to the ten acceding countries, invited to provide their final agreement to the text approved by the Fifteen. According to diplomats, Coreper limited itself to endorsing, without in-depth discussions, the agreements of the Greek Presidency, backed by the Commission, reached on Monday with the acceding countries on the problems of technical interpretation (disagreement with Poland on direct aid or aid to semi-subsistence farmers, with Malta over VAT on foodstuffs and pharmaceutical products, with the Czech Republic on the geographic protection of a brewery, with Slovakia on State aid to the steel industry, with Estonia on milk quotas). As for the request made by Poland to annex a declaration to the Treaty to protect Polish legislation relating moral issues and the protection of human life - notably on abortion - Coreper finally said that it could not prevent Warsaw from making such a unilateral declaration (several acceding countries have done so on other issues). However, the Fifteen have, in turn, prepared a general declaration to be annexed to the Accession Treaty and that will stipulate that all these unilateral declarations may in no case be interpreted along lines that run against obligations stemming from the Treaty and Act of Accession for each Member State.
