Strasbourg, 16/01/2003 (Agence Europe) - The Conference of Presidents has repeated the request for the setting up of a provisional enquiry commission following the accident involving the Prestige. The request by Enrique Baron (President of the PES), Francis Wurtz (President of the GUE/NGL) and the co-Presidents of the Greens/EFA, Daniel Cohn-Bendit and Monica Frassoni received the support of the three groups as well as that of the EDD but clashed with the EPP-ED, ELDR and UEN groups. The decision rests on the unfavourable decision of the EP jurisconsult for whom the allegations mentioned in the request "did not provide, following verification, reason to believe, at this stage, evidence of infringement or bad administration of Community law, or identify, even in a preliminary way that those responsible could be found in the institutions or public authorities". In a reference to the Echelon affair, Enrique Baron announced that he would go back to the Conference of Presidents with a "constructive proposal"; as in the Echelon case, this could involve a request to constitute a provisional commission instead of an enquiry commission.
