Carlotti Report urges plenary to increase Echo budget to enable it to tackle increase in humanitarian crises without delving into reserve

Strasbourg, 13/01/2003 (Agence Europe) - French Socialist MEP Marie-Arlette Carlotti, European Parliament rapporteur on the Commission's communication on Echo's annual reports 2000 and 2001 (the Community's humanitarian aid office), urges plenary to follow the Commission's recommendations when voting on the matter on Tuesday.
