Brussels, 08/11/2002 (Agence Europe) - The debate whereby the European Convention completed, on 8 November, its examination of the preliminary draft constitutional treaty presented by the Praesidium, confirmed there was broad opposition to two ideas: that of a Congress of European peoples and that of a long-term Council president (for the first debate, see EUROPE of 30 October, p.4; for the draft, see EUROPE/Documents N.2294/2295 dated 31 October).
