EPP component prepares new text aimed at fleshing up bare bones presented by Valéry Giscard d'Estaing

Brussels, 06/11/2002 (Agence Europe) - CDU member Elmar Brok, Chair of the EP Committee on Foreign Affairs, told a group of journalists on Wednesday that the EPP component at the European Convention will continue to push the Praesidium on to further action, as it had done with the preliminary draft constitution that had resulted in speeding up presentation of a first preliminary draft by the Praesidium, though Valéry Giscard d'Estaing's intention at the outset was not to submit written texts until the beginning of next year (see EUROPE of 11 September, p.4). Thus, Mr Brok announced, the EPP Convention members will be presenting a new draft treaty in coming weeks based on the structure suggested by the Praesidium, to give some "flesh" to the bare bones. An EPP seminar in Frascati, from 8 to 10 November, will be devoted to this, said Mr Brok. Also, while considering that it was possible to work on the basis of the Praesidium's preliminary draft (see EUROPE/Documents N.2294/2295, dated 31 October 2002), he added: "we shall not fill out the text in places that we do not find appropriate". For example: the People's Congress ("that we reject"), and a long term Council Presidency (which would be "constantly in competition" with the Commission President, and not come under Parliament control). Also, according to Mr Brok, competencies must be better specified in the first part of the future Treaty as they are a facet of the "question of power" which will be increasingly clearly raised. On the other hand, Mr Brok finds "a certain charm" in the idea that a country which does not ratify the Treaty "is not in it", though he fears that the suggestion of introducing a sort of right of secession could have adverse effects.
