Brussels, 05/11/2002 (Agence Europe) - Following Eurogroup's meeting on Monday evening, Commissioner Pedro Solbes declared that the Commission would be launching proceedings against Germany for excessive debt and an early warning to France for letting its public expenditure slide, if indeed this is confirmed by the economic forecasts.
