10/09/2002 (Agence Europe) - Spanish newspaper El Mundo reports that the Council of Ministers in Madrid has approved the appointment of Carlos Bastarreche as Spain's new Permanent Representative to the EU, replacing Javier Conde (who suffered a heart attack in the middle of the Spanish Presidency of the Council of the EU). Bastarreche, currently Secretary General for European Affairs at Spain's foreign ministry, was deputy Permanent Representative to the EU from 1991 to 1996.
