Brussels, 11/07/2002 (Agence Europe) - Five major telecommunications operators have filed a joint complaint with the European Commission's competition services in order to denounce practices that they consider run counter to competition on the part of former monopolies. The complainants are: British Cable & Wireless Plc, German Arcor AG and QSC AG, French Cegetel and Italian Wind Telecommunicazioni. These companies consider that, despite the obligation upon Member States to proceed to unbundling of the local loop, the new entrants always come up against a barrier when entering a market. During a public hearing organised on 8 July on unbundling of the local loop, Commissioner Monti had deplored the fact that results to date were "extremely disappointing" (see EUROPE of 10 July, p.15). He had pointed out that his services are already examining suspect behaviour on the part of Deutsche Telekom regarding its local service, and of Wanadoo, the Internet subsidiary of France Telecom, which is said to be carrying out a predatory price policy in high output internet access. Furthermore, according to the Reuters Agency, the Italian internet services provider, Tiscoli, is also preparing to file a complaint for anti-competitive practices on the part of Telecom Italia, which does not allow it access to infrastructures, for the provision of high speed internet services, except at prices that it considers excessive.
