20/03/2002 (Agence Europe) - German Christian Democrat Peter Michael Mombaur, rapporteur at the European Parliament on cross-border electricity trading (see EUROPE of 13 March, p.14), described the European Council of Barcelona as the "summit of hypocrites, of those who block, of those who put the brake on".
