In favour of a more developed European space policy and use of this policy in peacekeeping operations

Strasbourg, 21/01/2002 (Agence Europe) - The European Parliament has called for European activities linked to space to "only serve peaceful objectives", while stipulating that this "may include military uses for peacekeeping operations". This specification was added in plenary against the opinion of the rapporteur Konstantinos Alyssandrikis (GUE), who then voted against his report. This report, which concerns the European Commission communication on "Europe and Space: opening up a new chapter" (see EUROPE of 28 September 2000), was finally adopted by 329 in favour, 45 against and 27 abstentions. The Alyssandrakis report subscribes to the lines of action proposed by the Commission and calls for the development of a European space policy, notably relating to research. Here, it calls for an "in-depth study on Europe's competitive position regarding space, notably clarifying the direct and indirect contribution of States in the financing and development of space programmes in the world". The European Parliament, moreover, places emphasis on the "importance of effective collaboration between the Commission and the European Space Agency in this action". The European Space Agency, "fruit of co-operation between States should in the long term join the bosom of the EU within the respect of its autonomy", say the MEPs. In its report, the European Parliament also calls for "the current reshaping of the European space policy to lead to a White Paper that should present the major objectives of the policy to implement in the medium and long term".
