12/01/2000 (Agence Europe) - Asked about Italy's recognition of North Korea, the European Commissioner for External Affairs, Chris Patten, explained: "Some Member States think the time is ripe to renew relations; others are more reluctant. In exchange for positive signs of political dialogue, the Commission has resumed some humanitarian aid and made some trade openings."
