European Parliament applies urgent procedure to International Claims Commission for Ukraine

On Tuesday 28 April, MEPs adopted by a show of hands the request to use an urgent procedure on the proposal for the EU to accede to the Convention establishing an International Claims Commission for Ukraine.

MEPs will vote on the substance of the proposal on Thursday 30 April.

The European Commission signed the Convention on behalf of the EU on 16 December 2025, subject to its subsequent conclusion (see EUROPE 13774/28). In February 2026 (see EUROPE 13816/34), it requested the EU Council’s authorisation to join the Claims Commission as a founding member. The latter will only be able to adopt the final decision once it has obtained the agreement of the European Parliament, which it requested on 30 March.

The aim is to complete the procedure before 14 May, the date of the 135th session of the Committee of Ministers of the Council of Europe in Chișinău, with a meeting devoted to the Convention in the margins, which would enable the EU to hand over the instrument of conclusion of the Convention.
