On 23 and 24 April in Cyprus, EU27 will discuss war in Ukraine, war in Middle East and Multiannual Financial Framework

Meeting in Nicosia on 23 and 24 April, European leaders will discuss the situation in the Middle East and the 2028-2034 Multiannual Financial Framework (MFF), with the aim of drawing up political guidelines to “prepare the ground for an agreement by the end of the year”, stated the President of the European Council, António Costa, in his letter of invitation on Tuesday 14 April. 

The meeting will begin on the evening of 23 April with a discussion on the war in Ukraine, including a speech by the Ukrainian President, Volodymyr Zelensky. With regard to the Middle East, “we will examine the instruments at our disposal, building on the decisions taken at the March European Council and the complementary measures proposed by the Commission. Finally, the Union’s ability to respond to a difficult geopolitical and security context will also be addressed. This could include aspects relating to Article 42(7) of the TEU, in the light of work in progress”. 

On 24 April, we will also be meeting with our main regional partners to discuss the situation in the Middle East”. “It will be an opportunity to exchange views on common challenges, but also on new prospects for cooperation”.
