Brussels, 16/03/2026 (Agence Europe) – On Monday 16 March, the EU Council adopted sanctions against two individuals and three entities responsible for cyber-attacks against Member States. Specifically, it took action against a China-based cybersecurity company, Integrity Technology Group, which facilitated cyber-attacks linked to the advanced persistent threat (APT) Flax Typhoon and against its two co-founders, Chen Cheng and Wu Haibo. The EU Council also adopted measures against Anxun Information Technology Co. Ltd, a company based in China, which offers ‘hacking’ services and which has targeted critical infrastructure and critical functions of Member States and accessed and sold classified information. Emennet Pasargad, an Iranian cyber-engineer who has targeted numerous entities, particularly in the Member States, as well as in the United States, has also been sanctioned.
