At the ‘Agriculture’ Council in Brussels, on Monday 23 February, many ministers are expected to call for going further in the current exercise to transfer certain provisions of the regulation on ‘national and regional partnership plans’ (2028-2034) to the common agricultural policy (CAP).
France, Portugal, Spain, Austria, Belgium, Bulgaria, Croatia, the Czech Republic, Hungary, Ireland, Italy, Lithuania, Malta, Poland, Romania, Slovakia and Slovenia “consider that a number of provisions relating to the Common Agricultural Policy (CAP) and the Common Fisheries Policy (CFP) that are currently contained in the draft NRPP Regulation should be transferred, as appropriate, to the draft sectoral regulations specific to Fisheries (...) and to the CAP”, according to a note from these countries, ahead of Monday’s ‘Agriculture’ Council.
This request is intended to complement the list drawn up by the Commission and the Cyprus Presidency of the Council (see EUROPE 13797/12). It concerns the transfer of the specific definitions set out in Article 4 (farmer, organic farming, holding, etc.) and paragraphs 1 to 5 of Article 35 (types of intervention) to the CAP Regulation, paragraphs 6 to 9 of Article 35 (school programmes) to the Common Organisation of Markets Regulation and paragraph 11 to the Fisheries Regulation, as well as all or part of the following articles: 59, 62 (control system for fisheries) and 70 (integrated management and control system).
“This transfer of regulatory provisions first and foremost pursues the objective of clarifying the texts in order to improve the readability of the provisions applicable to the beneficiaries of the CAP (in particular farmers) and the CFP”, emphasise these delegations. It also aims to ensure coherent treatment of all the provisions specific to these two policies.
