18/02/2026 (Agence Europe) – To avoid losing European funds allocated under the post-Covid-19 Next Generation EU recovery plan, EU countries have been authorised to transfer certain envelopes to other European programmes and projects. According to statistics provided by the European Commission on Wednesday 18 February, eight Member States (Spain, Greece, Romania, Bulgaria, Portugal, Poland, Italy and Malta) have transferred funds from the Recovery and Resilience Facility (RRF) to the InvestEU programme, totalling around €4.5 billion. No country has yet made a voluntary contribution to the European Defence Industry Programme (EDIP). As far as EU satellite programmes are concerned, Poland has committed €500 million to the IRIS² secure satellite connectivity programme, while Spain has committed €325 million to the Atlantic Constellation programme and a further €300 million to three other initiatives (FutureNav, IRIS² and the European Launcher Challenge).
