The EU’s ‘Fiscalis’ cooperation programme, which enables national tax administrations to create and exchange information and expertise, continues to be a success, the European Commission concluded in its report on the interim evaluation of the ‘Fiscalis’ programme for 2021-2027, published on Friday 23 January.
The programme funds three main types of activity: European electronic systems (EES), necessary for implementing EU tax legislation; collaborative initiatives enabling tax authorities and other stakeholders to meet and work together; and capacity-building initiatives, including e-learning courses.
Since its launch in 2021, the programme has supported 30 specific EESs as well as related apps and their maintenance, accounting for more than 80% of the budget by the end of 2024. In addition, ‘Fiscalis’ has facilitated 225 collaborative actions. The four EESs examined were considered to generate tangible benefits and considerable cost savings for tax authorities, the Commission and, where appropriate, economic operators.
The Commission has noted efficiency gains from the digitalisation/automation of previously analogue tasks, increased productivity thanks to the ability to share more and better information seamlessly, reduced waiting times due to the instant availability of information, and a direct and indirect impact on fraud reduction.
