On Tuesday 20 January, by 420 votes to 207, with 20 abstentions, European Parliament called for Commission proposals on the ‘just transition’ to ensure that businesses and workers are well prepared for the challenges and opportunities of the ecological and digital transitions.
But Parliament has weakened the initial position of its Committee on Employment, led by Jana Toom (Renew Europe, Estonian), by no longer expressly calling for a directive (see EUROPE 13765/23).
The EPP group succeeded in removing a paragraph detailing the content of a potential directive, as well as a clear call for such a directive, accompanied by a timetable.
However, in the voted text, European Parliament considers that “a legislative framework to address the challenges and opportunities of the just transition in the workplace is essential to ensure adequate minimum standards and to provide clarity and structure for both workers and employers”.
The report’s title, referring to a “just transition directive”, has not been changed either, and the provisions on the right to training, including during working hours, were retained.
