In committee, MEPs approve provisional agreement on 2040 target

20/01/2026 (Agence Europe)In Strasbourg on Monday, 19 January, members of the European Parliament’s Committee on the Environment (ENVI) approved the provisional agreement on the revision of the ‘European Climate Law’ so as to introduce a target for reducing emissions by 2040 into the text. The agreement that was reached with the Council of the EU on 10 December (see EUROPE 13770/1) was supported by 50 votes in favour, with 26 against and one abstention. Unsurprisingly, the text’s original rapporteur, Ondřej Knotek (PfE, Czech), did not support the final content, which was negotiated in the European Parliament by the other groups, which had decided to exclude the far right from the negotiations. The S&D Group, Renew Europe, Greens/EFA, The Left, and part of the EPP supported the final agreement. A plenary vote is expected to be held in February. European ministers will also need to formally adopt the agreement sometime soon (see EUROPE 13777/2)(PLD)
