At the Council meeting on Monday 26 January, European agriculture ministers are expected to call for massive and sustainable support for farmers over the 2027-2034 period of the EU’s Multiannual Financial Framework (MFF), and to give a positive assessment of recent proposals to tackle the rising cost of fertilisers (customs duties, Carbon Border Adjustment Mechanism - CBAM), as well as measures to ban imports of products containing residues of particularly dangerous substances, such as carbendazim.
During a ‘any other business item’ on food security organised by the Cyprus Presidency of the Council and the European Commission, ministers are also expected to advocate a controlled opening of markets to third countries, with safeguards to protect sensitive sectors and reciprocity requirements in terms of health and environmental standards (see EUROPE 13781/4).
In a note ahead of next Monday’s Council meeting, the Cyprus Presidency identifies four areas for action: support for the post-2027 Common Agricultural Policy (CAP), fertiliser costs and availability, competitiveness and international trade (safeguard clauses, reciprocity of health and environmental standards, border controls) and regulatory simplification.
