22/12/2025 (Agence Europe) – The European Commission successfully concluded negotiations with Japan on its association with the Horizon Europe research and innovation (R&I) framework programme on Monday 22 December (see EUROPE 13724/12). The agreement, which is expected to be signed in 2026, will enable Japanese researchers to lead and coordinate their own R&I projects, apply for and receive funding, and seek closer collaboration with partners in the EU and other associated countries. It specifically targets the second pillar of the programme, which tackles societal challenges through multinational collaborative projects, such as the digital transition, food security and climate-neutral energy. Under transitional arrangements, Japanese entities may apply for Horizon Europe calls for projects from 2026 and will be considered as ‘eligible entities’ from an associated country. (AD)
