MEP Francisco Assis (S&D, Portuguese), the European Parliament’s rapporteur on human rights and democracy in the world and EU policy in this area, is calling on the European Commission and the European External Action Service to establish clear indicators and timelines in the post-2027 action plan on human rights and democracy in order “to measure success, strengthen coherence between the EU’s internal and external actions and specify better connections between priorities as enunciated in the action plan and narrower benchmarks”.
In his proposal published on 10 September, Mr Assis also calls for there to be a budget clearly earmarked for human rights and democracy in the future multiannual financial framework and for a human rights and democracy conditionality rule for funding non-EU partner countries to be introduced.
He encourages the European Union and its Member States to strengthen their support—both political and financial—of the United Nations’ work, reiterating that “the multilateral system, with the UN at its core, remains the most effective way of addressing global challenges in a just, sustainable and principled manner”.
Noting that 35 dialogues and consultations on human rights were held in 2024, the MEP calls for these dialogues to be strengthened with clear criteria and objectives so that progress can be clearly defined and assessed during each round of dialogue.
