The European Commission’s proposals for the post-2027 Multiannual Financial Framework will be presented in two blocks, on 16 July and 17 September, as indicated in a note dated 19 June from the Secretariat-General of the European Commission to the Directors-General and Heads of Service.
The sectors affected by the first package on 16 July are: - national and regional partnership plans, including legal acts relating to HOME funds (Asylum and Migration Fund, Internal Security Fund and Border Management and Visa Policy Fund); - the European Competitiveness Fund, including legislation relating to the Research Framework Programme (FP10); - the ‘Europe in the World’ instrument; - the ‘European Peace Facility’, the ‘Performance Framework’, the ‘Connecting Europe Facility’ and the ‘European Solidarity Corps’. Also included in this first package are: - Erasmus+; - ‘Creative Europe’ and the ‘EU Civil Protection Mechanism’, three programmes that the Commission had planned to publish on 23 July (see EUROPE 13658/27).
On the contrary, the justice programme and the single market programme, initially scheduled for 23 July, will finally be included in the second package on 17 September, at the same time as the Euratom research and training programme, ITER, the Instrument for Nuclear Safety Cooperation, the nuclear decommissioning of the Overseas Countries and Territories, and Pericles.
At the European Commission, Directorates-General had until midday on 25 June to send “all acts to be adopted in July” to the Secretariat-General, DG Budget and the Legal Service, “for pre-consultation”.
