European Commission gives positive assessment of impact of European Technical Support Instrument

Between 2021 and 2023, the implementation of the European Technical Support Instrument (TSI) for reform was “found to be overall successful in terms of effectiveness, efficiency and coherence”, according to the European Commission in a report published on Monday 12 May.

Analysing 611 projects carried out in the Member States, including more than 500 linked directly or indirectly to the post-Covid-19 national recovery plans, with a total budget of €359 million, the Commission believes that this service is able both to meet the specific needs of the beneficiary public authorities and to provide genuine “European added value”, by bringing expertise that is different from that available at sub-state levels.

According to the Commission, through the introduction of methodological tools for project management (action plans, roadmaps, training, etc.), the TSI strengthens the administrative capacity of beneficiary public bodies, without creating an excessive administrative burden. The Commission recognises, however, that the results of a supported project depend on ownership of the reforms in a Member State, the budgetary resources available and political and administrative continuity.

For projects involving several EU countries, this formula stimulates cooperation and the exchange of best practice, notes the Commission. But some voices point to the complexity of these projects and the lower level of political ownership.

The Commission also notes that the TSI lacks a “strategic vision” that would enable it to develop medium- and long-term programming and promote synergies between projects financed in the same country.
