European ministers agree on new guidelines to strengthen governance of EU Youth Dialogue

Meeting in Council on Monday 12 May, the European ministers responsible for youth affairs approved a draft resolution revising the guidelines for the governance of the European Union Youth Dialogue. 

This revision was initiated by the Polish Presidency of the EU Council.

As detailed by the Polish Minister for National Education, Barbara Nowacka, the review of the guidelines established in 2019 takes into account “the European Commission’s report on the interim evaluation of the EU Youth Strategy and the recommendations from the previous cycles of the EU Youth Dialogue”.

The text adopted rethinks this fifteen-year-old participatory process for exchanging views between young people and political decision-makers, to make it a dialogue that is adaptable, inclusive and based on data from research and experienced realities on the ground.

It also makes it possible to redefine the role of each of the players, from the national working groups to the future secretariat of the dialogue, hosted by the European Youth Forum, as well as the European Steering Group, the guarantor of strategic coordination. Mechanisms for monitoring, feedback and dissemination of results will also be strengthened.

This framework places young people at the centre of the European decision-making process, with a view to ensuring that they are accessible, representative and have a real impact. It also provides for a gradual opening-up to young people from EU candidate countries.

Finally, the resolution commits the institutions to reviewing this text by 2027, in line with the future European strategy for youth.
