National Energy and Climate Plan - a coalition of NGOs calls on European Commission to take legal action against three Member States

On Wednesday 9 April, several Bulgarian, Cypriot and Maltese environmental NGOs lodged a series of synchronised complaints with the European Commission to highlight systemic shortcomings in the updated National Energy and Climate Plan (NECP) of Bulgaria, Cyprus and Malta. 

This action comes a few months after NGOs from France, Germany, Ireland, Italy and Sweden asked the Commission to take legal action against their own governments for submitting NECPs that did not comply with European legislation (see EUROPE 13520/11).

In particular, the complaints point out that the climate and energy targets set out in the NECPs do not make it possible to achieve the binding climate and energy objectives set out in the various EU laws. Several Member States have also failed to indicate how and when they intend to phase out fossil fuel subsidies. Finally, the NGOs point out that there was no significant public participation process in the preparation of these revised plans.

With this latest wave of complaints, NGOs are now targeting eight countries for EU law infringements, highlighting that the systemic issues are part of a broader, cross-European problem”, points out the CAN Europe coalition of environmental NGOs.

Can Europe also regrets that four countries (Poland, Belgium, Estonia and Slovakia) have still not submitted their revised NECPs, nine months after the official deadline (see EUROPE 13612/19). (Original version in French by Pauline Denys)
