On Monday 17 March, the Agency for the Cooperation of Energy Regulators (ACER) published its 2025 Monitoring Report on key developments in European energy markets, which were presented to the ministers at the ‘Energy’ Council (see other news).
The report states that prices have reached their lowest level since 2021, with average gas prices at €34/MWh and electricity at €81/MWh, but markets have remained volatile “driven by gas supply risks and renewables’ variability”.
The surge in negative prices also intensified in 2024.
“Frequent swings in electricity prices (within a day) persist”, says ACER, which points out that on 70% of days, electricity price variations within the day reached €50 or higher.
These swings reveal the need for more short-term flexibility, according to the Agency.
The report also warns that grid costs are likely to double by 2050 and calls for improvements to grid capacity and the use of demand response.
