In a note from the Polish Presidency of the EU Council published on Friday 7 March ahead of the Energy Council on 17 March, European energy ministers are asked about the measures proposed by the European Commission as part of its action plan for affordable energy prices (see EUROPE 13588/3).
In particular, the Polish Presidency is asking the ministers whether they believe that “greater harmonisation and cross-border participation” in the area of capacity mechanisms would reduce the overall cost of these mechanisms.
Rather than remunerating electricity production, they aim to remunerate available production capacity through resources such as generators, demand response units or storage to ensure security of supply.
Generally speaking, the Polish Presidency is asking the ministers to identify the measures proposed by the Commission to reduce energy costs that “are likely to have the greatest impact in the short or medium term and should therefore be given priority”.
The document also asks what measures could be envisaged in the medium and long term to further reduce energy costs.
