The European ministers, who are meeting informally in Warsaw, Poland, will be discussing business success and the Framework Programme at their informal meeting on Tuesday 10 March.
Following the opening of the meeting by Marcin Kulasek, the Polish Minister for Science and Higher Education, the morning will see ministers hold a policy debate entitled ‘From research excellence to business success - towards a European strategy for start-ups and scale-ups’. The Polish Presidency defines scale-ups as “companies that have moved beyond the startup phase and are experiencing dynamic growth”.
In the afternoon, the ministers will discuss the EU Research and Innovation (R&I) Framework Programme (see EUROPE 13594/7). This should contribute to the EU’s competitiveness and create scientific breakthroughs and innovations, strengthening the EU’s security, strategic autonomy and technological sovereignty.
“The openness and inclusiveness of the Framework Programme, and synergy between all the instruments and funds relevant for R&I policy are at the heart of the Polish Presidency”, the Presidency emphasised on its website. The Presidency will seek to look for an overview of the guiding principles and expectations from the Member States and the Associated Countries as to the role and significance of the 10th Framework Programme.
At the end of the discussion, Poland will present the Warsaw Declaration on the strategic role of the future EU R&I Framework Programme, which will confirm the need for a “robust, effective, open and adequately financed” European programme that will provide meaningful support for researchers and innovators.
