European Commission proposes new programme to support Ukraine’s full integration into European energy market

On Monday 24 February in Kyiv, the European Commission proposed a new support package for Ukraine to secure its energy system and pave the way for full coupling with the European electricity market by spring 2027 - at the same time as Moldova.

The package also aims for greater integration in the EU gas sector, provided that Ukraine significantly accelerates the necessary market reforms. This includes setting up a support mechanism for vulnerable households.

The Commission will provide assistance, among other things, for the necessary gas purchases, in particular through the ‘Ukraine Facility’.

In particular, this new package will accelerate investment in renewable energies, adding up to 1.5 GW of production capacity, representing an increase of around 25% in Ukraine’s total renewable energy production capacity.

Ukraine’s civilian energy infrastructure has been the target of relentless Russian attacks over the past three years, with half of the country’s energy infrastructure destroyed. Only a fully independent energy system can shield Ukraine from current attacks and future pressure”, said the Commission in a press release.

The new measures will build on the more than €2 billion in assistance provided by the EU over the past three years to increase the resilience of Ukraine’s energy system, mainly through the ‘Ukraine Energy Support Fund’, the ‘Union Civil Protection Mechanism’, humanitarian aid and revenues from Russian stranded assets.

In September 2024, the Commission presented a package of almost €160 million to meet the immediate needs of the Ukrainian population before the winter, while strengthening the energy systems (see EUROPE 13486/1).

On 24 February, the Commission and Ukraine also agreed on a roadmap for closer cooperation in the field of renewable gas. (Original version in French by Pauline Denys)
