In a 30-page document published on Thursday 20 February, the European Biodiesel Board (EBB) proposed a complete overhaul of biofuel verification rules in order to tackle fraud and ensure fair competition.
This initiative follows the increase in imports from South-East Asia since 2022 and the abnormal increase in biodiesel production and in the availability of waste feedstocks, raising concerns about compliance with the criteria of the Renewable Energy Directive (RED).
In recent months, industry players and EU Member States have called for stricter measures (see EUROPE 13421/11), prompting the European Commission to reassess existing regulations.
The EBB’s proposal provides for stricter application of the rules for non-EU producers, systematic on-site audits and the inclusion of additional information based on the Union Database for Biofuels (UDB). It also suggests tougher penalties, including retroactive withdrawal of certificates to ensure that only sustainable biofuels contribute to the objectives of the RED Directive.
