ILGA-Europe’s annual report on human rights situation of LGBTI people warns of “normalisation” of hate speech

On Tuesday, 18 February, ILGA-Europe—the European branch of the international lesbian and gay association—published the 14th edition of its Annual Review of the Human Rights Situation of [LGBTI] People in Europe and Central Asia.

This document reports an increase in legal restrictions with the proliferation of so-called “LGBT propaganda” laws and measures targeting NGOs in several countries.

Education has also become a sensitive area subject to restrictions: certain legislation excluding LGBTI subjects from school curricula.

According to the organisation, hate speech targeting LGBTI people “has become increasingly normalised, often fuelled by public figures and state institutions”, resulting in policies and legislation that “further restrict or limit the fundamental freedoms” of the LGBTI community throughout the region. And with good reason: only 12 countries did not report this type of incident.

In view of this report, ILGA-Europe maintains that it is not a matter of calling out certain states but rather of calling for greater cooperation between these states and civil society in order to counter these trends and ensure that fundamental rights are protected.
