Danuše Nerudová calls for creation of task force on new own resources at European Commission

Danuše Nerudová (EPP, Czech) has called on the European Commission to set up a task force dedicated to new own resources, in an amendment to the European Parliament’s own-initiative report on the post-2027 Multiannual Financial Framework (see EUROPE 13570/13) which was tabled on Thursday 20 February.

As the European Parliament rapporteur on new own resources (NOR), the MEP intends to change the method she is using to convince the Council of the EU. In her opinion, it will be more effective to negotiate the NORs in advance, rather than submitting a list of NORs from which the EU Council can pick and choose. 

The task force requested by the MEP would have to complete these negotiations with the Member States in order to secure their support. Danuše Nerudová’s aims to get the discussion on NORs out of the current rut in which it finds itself, despite the fact that the package has been blocked by the Council of the EU since the end of 2023 (see EUROPE 13289/10)

The task force would be “under the authority of the Commissioner in charge of the Budget, bringing together high-level politicians and technicians to help in finding new compromises across the institutions and implement smoothly the decisions regarding the own resources”, writes Ms Nerudová in her amendment. 

The MEP hopes that the cards will be reshuffled regarding new own resources because European Commissioner for Budget, Anti-Fraud and Public Administration, Piotr Serafin, has made it one of his priorities. This is because the next MFF will have to deal with both the repayment of the European Recovery Plan from 2028 – a budgetary burden of €20-35 billion a year, according to the European Commission – and the addition of new political priorities (security and defence, innovation) alongside the more traditional ones (agriculture, cohesion).

The rapporteur on new own resources will be meeting Piotr Serafin to discuss the solutions to be explored. The idea is to once more enter a state of compromise with the Member States, as the Budget Commissioner has already begun his European tour of bilateral discussions with EU countries (see EUROPE 13571/22).

Danuše Nerudová has already put forward a number of NOR proposals, including a review of the EU’s customs tariff system, which would involve to “reduce the allocation of share of customs duties allocated to Member States and ensure that all imported products are properly subject to adequate customs duties”. 

A workshop on new own resources is due to be held by the European Parliament Committee on Budgets in April.
