Social security, European construction industry insists on need to maintain prior notifications

Mandatory prior notification for posted workers is “crucial to protect workers and promote fair competition in construction”, warned the European Federation of Building and Woodworkers (EFBWW) and the European Construction Industry Federation (FIEC) on Wednesday 29 January ahead of a meeting of an EU Council working group on the reform of the regulation coordinating social security systems.

The concerns of both European social partners of the construction industry cannot be ignored”.

The EFBWW and FIEC are concerned about the change in position of certain countries regarding the maintenance of a prior notification requirement for postings of less than three days in the construction sector. France, for example, no longer sees this as a red line.

Mandatory prior notification ensures transparency and accountability in cross-border postings. It prevents abusive practices like ‘fake postings’ and undeclared work, empowers authorities to monitor compliance with EU and national laws, and facilitates inspections”, insist the two players.
