EU and Amman sign Strategic and Comprehensive Partnership worth €3 billion

Following a meeting between the President of the European Commission, Ursula von der Leyen, and King Abdullah II of Jordan in Brussels, the Commissioner for the Mediterranean, Dubravka Šuica, and the Jordanian Minister for Planning and International Cooperation, Zeina Toukan, signed the Strategic and Comprehensive Partnership between the EU and Jordan on Wednesday 29 January (see EUROPE 13555/25).

The Strategic and Comprehensive Partnership focuses on three main goals: supporting Jordan’s stability, contributing to King Abdullah II’s political, economic and administrative modernisation vision, and fostering economic resilience”, emphasised Mrs von der Leyen in a statement.

This partnership is backed by a financial and investment programme for 2025–2027 estimated at €3 billion: €640 million in grants, around €1.4 billion in investments and €1 billion in macrofinancial assistance.

Based on the Association Agreement and the priorities of the Jordan-EU partnership (2021–2027), the partnership is structured around five key pillars: - political relations and regional cooperation; - security and defence; - economic resilience, trade and investment; - human capital; - migration, protection and support to refugees. Jordan hosts over a million Syrian refugees.

The EU and Jordan will now draw up an implementation roadmap for the partnership under the Jordan-EU Association Agreement framework. There are also plans for a summit to be held every two years. (Original version in French by Camille-Cerise Gessant)
