On Tuesday 7 January, the Agency for the Cooperation of Energy Regulators (ACER) published its recommendations for improving the network code for gas capacity allocation mechanisms (CAM NC).
This code - last amended in 2017 and in need of updating to meet the EU’s decarbonisation targets - aims to harmonise the way transmission system operators (TSOs) offer and allocate available gas transmission capacity to network users.
Following a public consultation concluded in October 2024 (see EUROPE 13491/28), ACER sent its recommendations to the European Commission on 20 December.
ACER calls firstly for the current gas system to be used efficiently and for its monitoring to be strengthened by improving transparency on how capacity is being maximised. It also calls for improved coordination and consultation between the relevant regulatory authorities, TSOs and network users.
In addition, the Agency calls for increased auction opportunities for existing capacity products, the introduction of a capacity offer between the month-ahead and day-ahead timeframes “contributing to security of supply”, and the possibility to quickly modify non-essential auction details “to ensure that auctions reflect evolving market conditions”.
