T&E recommends that EU Member States encourage installation of electric vehicle home chargers

In a study published on Tuesday 7 January, the NGO network Transport & Environment (T&E) recommends that EU Member States implement a “right to plug” to enable drivers of electric vehicles living in buildings to install a charger in their private parking space at their own expense.

T&E says that the rules of the Energy Performance of Buildings Directive (EPBD) (see EUROPE 13535/6) are too vague and lack concrete targets to ensure easy and rapid access to private recharging.

After analysing the regulatory framework in six countries (France, Germany, Italy, Poland, Spain and the United Kingdom), T&E issued a number of targeted recommendations: - implement a clear and simple right to plug into national law, for both owners and tenants; - ensure that all new or renovated apartment buildings are fully cabled for EV charging; - design national strategies to equip existing multi-family buildings; - help fund the installation of chargers in multi-family buildings; - mandate all new chargers to be bidirectional-ready in all buildings.
