EU Council approves list of flagship projects for 2025

On Monday 2 December, the Hungarian Presidency of the EU Council announced that Member States’ ambassadors to the EU had approved a list of 46 flagship development projects for 2025 as part of the ‘Global Gateway’ initiative. The 2025 list is in addition to the 218 projects previously identified in 2023 and 2024.

Three flagship projects for 2024 have been cancelled. These included the construction of the first private geothermal power plant in Ethiopia, an upgrade of the fibre optic network in Mozambique and the implementation of a metropolitan rail network in Surat and Ahmedabad, India.

A flagship project for 2023 has also been cancelled. This included the construction of hybrid and solar power plants and an extension of the energy network in Niger. The EU’s relations with the country, which has been ruled by a military junta since a coup in 2023, cooled last November following a dispute over how humanitarian aid should be managed (see EUROPE 13531/7).

Although not exhaustive, the list of ‘Global Gateway’ flagship projects embodies the main commitments of the EU and its partners, mainly across Africa, Central and South America and Asia, in the digital, climate, energy, transport, health, education and research fields.
