On Monday 25 November, European Commissioner for Agriculture Janusz Wojciechowski presented his assessment and ideas for the future of the common agricultural policy (CAP), recommending in particular a mandatory study on the impact of legislative initiatives on food safety.
This document, published at the end of his mandate (2019-2024), includes a section on his vision of the future of EU agriculture, drawing lessons from successive crises (Covid-19, rising energy prices, effects of the war launched by Russia). The commissioner argues for the need to maintain the CAP beyond 2027, with a “reinforced” budget, the size of which would represent at least 0.5% of the EU’s GDP.
He suggests reviewing the distribution of funds, with a maximum of 35% for income support, at least 25% for eco-schemes, 10% for mixed farms and 5% for protein crops.
No less than 10% of the CAP budget should be earmarked for crisis reserves and instruments to help farmers cope with climate disasters, health risks and political and economic crises.
