On Monday 14 October, the European Parliament’s Committee on Transport and Tourism (TRAN) approved the provisional agreement with the Council of the EU on the Single European Sky, with 30 votes in favour, one against and five abstentions.
The draft rules informally adopted last March by negotiators from the EU Council, the Belgian Presidency and the European Parliament, under the leadership of former Parliament rapporteurs Marian-Jean Marinescu (EPP, Romanian) and Bogusław Liberadzki (S&D, Polish) (see EUROPE 13387/33), were taken up by Jens Gieseke (EPP, German) and Johan Danielsson (S&D, Swedish).
The agreement introduces performance plans for air navigation services to improve network management of EU airspace, with binding targets and incentives to make flights more efficient and environmentally friendly.
An independent advisory Performance Review Board will be set up to assist the Commission and Member States in taking decisions on the implementation of these plans.
The agreement must now be given the green light by the whole Parliament, probably at the second plenary session in October.
