European Commission proposes to set up working group on security of supply between EU and UK

On Tuesday 8 October, the European Commission presented a proposal for a decision to the EU Council’s Working Party on the United Kingdom with a view to establishing a work group on the security of energy supply in the context of the Trade and Cooperation Agreement with the United Kingdom and Northern Ireland.

The Trade and Cooperation Agreement between the European Union and the European Atomic Energy Community, on one hand, and the United Kingdom of Great Britain and Northern Ireland, on the other, entered into force on 1 May 2021, following the withdrawal of the United Kingdom from the EU and the European Atomic Energy Community.

Following Russia’s invasion of Ukraine in 2022, energy cooperation between the EU and the UK has intensified to ensure security of supply.

In this context, at the third meeting of the Partnership Council under the Trade and Cooperation Agreement on 16 May 2024, the UK proposed creating a Working Group on Security of Supply.

According to the proposal presented to the EU Council, this group should “serve as a forum for cooperation, exchange of information, technical discussions and mutual consultation on security of supply”, but is not intended to adopt acts or measures with legal effect.

The group will have to draw up its own rules of procedure at its first meeting and report regularly to the specialist energy committee on the results and conclusions of its meetings.
