On Wednesday 2 October, the European Construction Industry Federation (FIEC) welcomed the European Commission’s proposal to establish an EU talent pool, which was put forward at the end of 2023 and approved by the Council of the EU in June. It does, however, believe that it could be merged with the existing EURES matching tool (for job vacancies in the EU) to create a single platform for the recruitment of EU and third country jobseekers.
The aim of the reserve is to facilitate the recruitment of jobseekers from non-EU countries through an online platform that will match job offers from employers in the EU with jobseekers from third countries, in order to address labour and skills shortages.
The EU talent pool should be easily accessible and not an administrative burden. Furthermore, national and European sectoral social partners should be more closely involved in defining the list of shortage occupations.
A Member State wishing to withdraw from the initiative must also “inform the social partners and employers […] in due time” to “provide stability for participating employers”.
