In run-up to COP29, NGO coalition Climate Action Network Europe urges EU to adopt an ambitious, just and equitable approach

On Wednesday 2 October, the NGO network Climate Action Network Europe (CAN Europe) sent an open letter to the EU environment and climate ministers, calling for bold leadership at the EU ‘Environment’ Council meeting on 14 October, which will finalise preparations for COP29, scheduled to take place in Baku, Azerbaijan, in November.

The letter calls for an approach based on people, nature and justice. CAN Europe insists on the urgent need to significantly increase international climate funding, with a minimum target of one trillion dollars to support developing countries.

The coalition is also calling for an accelerated phase-out of fossil fuels, without recourse to carbon capture and storage technologies, and concrete commitments to achieve carbon neutrality by 2040. CAN Europe calls on the EU to promote a solid accountability framework, guaranteeing transparency and the priority of the public interest in climate negotiations. 

CAN Europe also insists that human rights and civil society be taken into account in international climate processes.

The Permanent Representatives of the Member States to the European Union (Coreper), who met on the same day, were unable to approve draft EU Council conclusions on preparations for COP29. According to our information, differences of opinion, particularly on the nuclear issue, slowed down the approval process, although most of the outstanding points were resolved during this meeting.
