Strategic dialogue, CAP and markets on agenda for meeting of European ministers on 23 September

The EU agriculture ministers will attend a meeting in Brussels on Monday 23 September chaired by Hungary’s István Nagy to discuss the second year of implementation of the national strategic plans of the Common Agricultural Policy (CAP).

They will also exchange views on the state of agricultural markets.

During their working lunch, the agriculture ministers will exchange views on the results of the strategic dialogue on the future of agriculture in the EU (see EUROPE 13484/17).

CAP. The strategic plans have been implemented since 1 January 2023. The Council will hold an exchange of views on the main challenges faced by the national authorities, based on the experience gained during the first two years of implementing these plans. Discussions will aim to identify possible improvements for the post-2027 period. At the Special Committee on Agriculture (SCA) on Monday 16 September, delegations focused on: the fact that they were in favour of the new delivery model; the complexity of the strategic plans (including how slow the procedure for amending these plans is); the fact that the next annual performance reports (due on 15 February 2025) will entail an increased administrative burden; reporting and control challenges (including technical difficulties with the zone monitoring system).

Fisheries. Ministers will discuss upcoming consultations with the UK, Norway and coastal states on 2025 quotas. They will also be examining a proposal to amend the fishing opportunities for 2024 and 2025 during the course of the year.

A number of delegations will raise the following various points: the CAP and the new delivery model (Latvian delegation), the EAFRD (Lithuanian delegation), the MED9 agriculture ministers’ declaration on drought (Cyprus), forest monitoring (Finnish delegation), African swine fever (Sweden), bluetongue (Belgian delegation), electronic registration of plant protection products (Poland), rice imports (Italy – https://aeur.eu/f/dgx ), egg imports from Ukraine (Bulgaria – https://aeur.eu/f/dgy ) and de minimis aid in the agricultural sector (Germany).
