American Chamber of Commerce calls on EU to take account of principle of technological neutrality in development of low-carbon hydrogen

On Wednesday 4 September, the American Chamber of Commerce to the EU (AmCham EU) set out its recommendations for the European Union to successfully grow its hydrogen economy.

In a briefing note, the American Chamber of Commerce calls on the EU to simplify the deployment of hydrogen technologies, to promote hydrogen through effective market mechanisms, to build on the European Hydrogen Bank (see EUROPE 13473/16) and to support a technology-neutral approach.

For AmCham EU, it is indeed important to take into account carbon intensity “and not the colour of hydrogen” when considering support for projects and technologies.

This means that “many varieties of hydrogen”, including low-carbon hydrogen (notably from nuclear power) “can deliver the drastic reductions in CO2 emissions required by the EU’s climate framework”.

The document goes on to say that transatlantic collaboration offers European industry “an excellent opportunity” to access cheaper, low-carbon energy sources from the US.

AmCham EU also insists on strengthening international cooperation on standards, cross-recognition of certification methods and the sharing of best practice.

Finally, it highlights the value of the European Hydrogen Bank in supporting “plug and play” projects, and the importance of simplifying and harmonising the various support mechanisms put in place by the EU to ensure the most effective and rapid funding possible.
