In a report published on Monday 8 July (see EUROPE 13379/14), the European Commission sets out the successes achieved so far by the European Technical Support Instrument for reforms (TSI) since its creation in 2021.
The TSI only intervenes at the request of Member States to help them implement reforms in a wide range of areas, such as capacity building in public administration (development of post-Covid-19 national plans, management of European funds), the green transitions ( climate change adaptation, circular economy, sustainable mobility) and the digital transitions (integration of artificial intelligence), economic competitiveness, knowledge acquisition and social issues. It also enables national or regional civil servants to study contract cases with their counterparts in other EU countries in international exchanges.
Already preparing for the future, the Commission stresses the importance of preserving the specific nature of the TSI (activation by the Member States on the topics of their choice, tailor-made offer according to needs, promotion of cross-border exchanges). It suggests linking the provision of technical assistance to the definition of future EU policies and instruments, and strengthening synergies between its various services to maximise the impact of its interventions. The TSI should also involve the candidate countries to a greater extent.
