On Wednesday 3 July, the European Commission announced that it had authorised, under the State aid Temporary Crisis and Transition Framework, a French scheme with a budget of €10.82 billion to support the construction and operation, on the one hand, of a fixed offshore wind farm in the South Atlantic zone, with a capacity of 1,000 to 1,200 MW, which should produce 3.9 TWh of electricity per year and, on the other hand, a wind farm in the Centre Manche 2 zone, in Normandy, with a capacity of 1,400 to 1,600 MW, which should produce 6.1 TWh of electricity per year.
Aid will be granted to one beneficiary per zone before 31 December 2025. Each beneficiary will be selected through a tender procedure.
This aid will take the form of a variable monthly premium under a two-way contract for difference, calculated on the basis of a comparison between a reference price, determined in the beneficiary’s offer (‘pay-as-bid’), and the market price of electricity.
