ACER consults on changes to European Capacity Calculation Regions

On Tuesday 5 December, the Agency for the Cooperation of Energy Regulators (ACER) announced that on 30 November the Transmission System Operators (TSOs) had proposed changes to the definition of two European Capacity Calculation Regions (CCRs).

The CCRs define eight geographical zones in the EU, enabling TSOs to coordinate their capacity calculation processes.

The proposed changes involve merging the ‘Core’ and ‘Italy North’ CCRs to improve the efficiency of the capacity calculation and allocation processes in Central Europe, and incorporating the Celtic interconnector (Ireland-France) into this new merged region to facilitate Ireland’s integration into the European electricity market.

ACER will assess the impact of the proposal on integration, competition and market functioning. In addition, on 5 December, it launched a public consultation, which will run until 10 January 2024, to gather feedback from stakeholders. 

The Agency has six months to decide on the TSOs’ proposal. However, it has committed to take a decision within three months, given the impact this could have on the electricity market.
