MEPs reiterate their disappointment at Commission’s failure to act on “abusive” use of spyware in EU

23/11/2023 (Agence Europe)On Thursday 23 November, MEPs adopted a resolution by 425 votes to 108, with 23 abstentions, on the lack of follow-up to the European Parliament’s proposals following its investigation into the use of Pegasus and equivalent surveillance spyware. The elected representatives, who debated the issue on the evening of 22 November, had passed the same message in plenary on 17 October (see EUROPE 13274/14). Although MEPs called for legislative changes to counter the misuse of spyware in the EU in June this year, the European Commission has yet to present a plan to respond to the “threats to individuals and democracy”. In order to apply the EU Interinstitutional Agreement, the European Parliament is therefore asking the Commission to take the necessary implementing measures. The Commission will also have to “assess by the end of November whether Cyprus, Greece, Hungary, Poland and Spain meet the conditions for continuing to use this software”.
